I went into Windows 10 taskbar settings (although this happens for a user with Windows 7 Pro). I made sure that rules did not affect this email. I made sure the email was going to my main mailbox and not a shared. Went into outlook options and then mail and then message arrival and clicked the "show envelope icon on the taskbar" (it's checked off, I also tried un-checking it and restarting outlook and then checking it off and again restarting outlook).
